Will it clamp onto my rail?

Only if your rail is 25 mm. Boat rails come in several diameters and they are not interchangeable — a clamp a size out either won't close or will creep under load. Run a vernier or a tape across your rail before you order, and measure the tube itself, not the coating.

Can I move it around the boat?

That's the advantage over a drilled holder. Unbolt the clamp, slide it along the rail, and you can run rods wide when drifting and out the back when anchored. It also means no new holes in the boat, which matters on a boat you plan to sell on.

Will a big fish pull it off the rail?

A clamp is only as good as how hard it's done up and how solid your rail is. Rail mounts have a habit of rotating downward under a hard strike, so nip the bolts up properly, check them each trip, and don't leave an unattended rod in one while trolling heavy.
