It is the smallest cable that can safely carry 70A, so treat it as a floor rather than a target. On a long run to the rear of a van, go up a size for voltage drop. The breaker is protecting the wire, and the wire has to take the full 70A.
Probably not. Winches pull far more than 70A under load and will trip this every recovery. Use it for fridges, heaters, a modest inverter or the feed into a distribution panel; a winch wants protection sized to its own peak draw, not to what it pulls on a gentle day.
It means sealed against dust and a temporary dunking, not that it enjoys sitting in a wheel arch getting blasted. Mount it where water can drain away, keep the terminals covered, and torque the studs properly. A loose lug builds heat long before the breaker ever notices.
