Is four the right size, or should I go bigger?

Four covers a typical camper: lights inside, lights outside, water pump and one spare. The spare matters more than it looks — a diesel heater or a second light bar turns up eventually, and adding a button later means pulling the panel and the loom apart again.

Where is the best place to mount it?

Somewhere you can reach from where you use the circuits. A panel buried behind a drawer looks tidy and annoys you every night. Check the depth behind the mounting surface too — the buttons need clearance and the loom needs a gentle bend, not a hard fold against a panel.

Does this replace my fuse block?

No. Switching and protection are separate jobs — the panel turns circuits on, the fuses or breakers keep the cable from cooking when something goes wrong. Every circuit downstream of the panel still needs its own protection sized to its cable, and the feed to the panel needs protecting as well.
