A pair per side is plenty on a tinnie, and most people fit fewer than they first plan. Rod holders you never use still leave holes in the hull and catch lines. Work out where you actually stand and fish, then fit holders there.
Yes, and do it with a rod in the holder first. Sit in your fishing spot, put a rod in and check the tip clears the canopy, the outboard and your mate's head. Tape the holder down, live with it for a trip, then drill.
Every time. Water runs down the outside of a rod holder, finds the bolt holes and sits in the gunnel core, and a few seasons later you have soft laminate around each fastener. Bed the base in marine polyurethane, not silicone, and seal the bolt shanks too.
