Who is a 24V heater actually for?

Trucks, buses, light commercial campers and expedition builds where the house system was wired at 24V from the start. If you are retrofitting a normal caravan, you almost certainly want the other voltage. Getting this wrong is the most common ordering mistake with diesel heaters.

Is a rotary dial enough control for overnight use?

For most people, yes. You set it low before bed and leave it there, which is how these run best anyway. What a dial cannot do is chase a target temperature as the night gets colder, so you may wake up and give it a nudge.

Will it heat water or run my cooktop?

No, it heats air and nothing else. Warm air comes out of the ducting; your hot water and cooking stay on whatever system they already use. If you wanted one appliance to do both, you are looking at a combination unit, not an air heater.
