For holding gear in place, yes. For restraining a load that can move, no, and not because the bar is weak. An open hook releases the moment tension drops. Use it where slack is not going to happen, or close the hook up.
Reach. A standard S hook has a pair of tight bends back to back, so it sits close to whatever it grabs. The long arm version stretches out to clear a thick rail or rafter. If your hook fits, the compact shape is stronger for the same bar.
Barely. Hose the salt off when you do the rest of the gear and check the bends for any nick where a load has worn a groove. A hook that has been squeezed shut and prised open a few times has been weakened, so retire it.
