Which size should I be reaching for on a tinnie or camper?

The 8 mm bar is the middle of the range: stiff enough for canopy tension and heavy tie-downs, light enough to hang off an awning without dragging the fabric out of shape. Below that, the lighter gauges suit shade cloth, flags and camp lines.

Is an open hook safe on a load that moves?

Not on its own. Any open hook can unhook the moment tension drops, which is exactly what happens over corrugations or in a chop. Mouse it with cable tie or light line through the gap, or swap to a screwed shackle for the load-bearing end.

Can I hang it off an alloy rail?

You can, but do not leave it clamped there permanently in salt air. Stainless against bare aluminium pulls the alloy apart slowly, and a hook that lives on a rail traps damp underneath. Lift it off and rinse both when you hose the rig down.
