Someone rigging heavy ground tackle or a permanent mooring, not someone tying down a swag. At 0.8 kg it is a lump to carry and a lump to swing, and the 12 mm bar is far more ring than a camper or a tinnie awning ever asks for.
It carries no published working load, so treat the size as an indication and nothing more. For a mooring you are relying on the whole system anyway: rope, chain, swivel and the bottom. Anything that lifts or holds people needs stamped, rated gear instead.
Plenty. Take the 12 mm bar off each side of the 120 mm outside and there is room for heavy rope, chain or several straps at once. That clearance is the main reason to choose this ring over a smaller, lighter and far handier one.
