Yes, it is made to stay put with the van hitched. A couple of things to watch: it adds a bit of length behind the car for reversing and parking, and it sits at shin height for anyone walking past, so reflective tape on the edge is worthwhile.
It is the step's limit, but your towbar's rating is what actually governs things, because the step passes the load straight into the towball mount. The practical question is different anyway: it is a step for reaching a roof rack, not a work platform for an hour.
It bolts to flat-sided towball mounts, so a round or heavily shaped shank is the one to measure first. Check you have clearance for the bolt heads underneath, and that the step does not foul the coupling or the handbrake lever when the van is hitched and turning.
