The M6 lug size suits most cable you will run to a breaker, and it can be drilled to M8 if your lugs are bigger. What matters more is that the lug face sits flat against the tab. A lug on an angle makes a small contact patch, and small patches get hot.
Preferably. The bar is plated and insulated, but the tabs, lugs and breaker feet are still exposed metal and salt air finds them. Inside a sealed battery box or a canopy is fine; under the tray where road spray lives will have you cleaning corrosion off every season.
It needs 275 x 40 mm of flat real estate, plus the height of 5 breakers standing off it and the cable coming in and out. Mark it out on cardboard and hold it in place before you drill, because most people run out of room for the cable, not the bar.
