It gives you a positive stop instead of relying on friction. A bolt-up clamp can slip if it is not done up hard enough, and a wheel that drops mid-tow is a bent shaft. The pin drops into place and holds, which also makes swinging the wheel up a one-handed job.
Usually, because the number that matters is ball weight, not the weight of the van. Most tandem vans sit well under it, but a heavy front boot, twin gas bottles and a generator on the drawbar push it up. Weigh the drawbar once and you will know for good.
Short shuffles on a flat, firm surface, yes. It is a support wheel, not a mover, so there is no gearing to help you and all the effort comes from your legs. On a slope or on gravel you want a geared mover or a second set of hands.
