Round ring or D ring for a tie-down?

A round ring lets the strap slide and find its own angle, which suits a bridle or a pull that shifts direction. If you want webbing to sit flat and stay put in place, a D ring with its straight bar does that job better.

Is it rated for anything?

No load figure is published for it, so keep it to attachment work: camp lines, canopy corners, gear loops, dog leads. Anything that lifts, recovers a vehicle or holds a person should be running rated gear with a stamped working load on it.

How much will actually thread through a 30mm ring?

Less than you would guess. Take 4 mm of bar off each side of the 30 mm outside measurement and the usable opening shrinks fast, and a strap has to fold to pass through. Measure the gap against your webbing or rope before committing.
