Is this the right ring for an anchor bridle?

For a small boat bridle, yes. The 6 mm bar handles a steady pull and the 50 mm ring gives rope room to move as the boat swings. For heavy ground tackle, step up to a thicker bar, and never treat it as rated lifting gear.

Why pick a ring over a shackle here?

A ring has no pin to back out and nothing to seize up, so it can live outside for years untouched. The catch is that you cannot open it, so whatever goes on has to be spliced, sewn or threaded, and it stays there.

Should I worry about rust marks on it?

Only as a looks thing. Brown staining appears where salt dries in the contact patches, wipes off with a scrub, and does not weaken the bar. Real trouble starts when the ring sits wet and airless under webbing for months, so move things about occasionally.
