Cast, if the pad eye will take a real pull. A cast body has a thicker section through the eye and the base, so it resists bending and wear where a line works against it. Stamped versions are lighter and suit light tie-downs rather than sustained load.
Its corners push the fixings wide apart in both directions, so a sideways pull levers against a broad footprint rather than a narrow line of bolts. That matters because a pad eye is almost always loaded at an angle, never straight up, and angled loads try to peel it.
For light restraint, yes. For load restraint that has to meet the rules, no, because there is no rated capacity published for it. Use it for covers, tarps, awning lines and gear straps, and use rated lashing points for anything that must not move on the road.
