Only if your webbing is 25mm. Wider strap will not feed through and narrower strap wanders sideways under load and chews its edges. Measure the webbing flat with a ruler rather than going by what the old buckle was, because they get replaced with the wrong width.
A cam buckle holds by friction, so it grips what you can pull tight by hand and no more. For a kayak or a swag it is ideal. For anything heavy enough to need mechanical tension, you want a ratchet, not this.
Because the spring and the cam teeth are the parts that die first. Zinc plating wears off the pivot, the spring seizes with salt, and the buckle stops releasing. A 316 buckle that gets rinsed keeps working on a boat trailer that lives half its life in the water.
