Match the horn gap to your line, and no dimensions are listed here, so measure. A rope too fat for the cleat will not take proper turns and slips under load; a rope too thin buries into the throat and jams when you need it off in a hurry.
A full turn around the base first, then figure-eights, then a locking hitch only if the line will sit for a while. The base turn takes the load off the horns. Skip it and you are asking the horns to do work the whole cleat should share.
The cleat is rarely the limit; the deck under it is. No rated load is published, so judge it by your fixings. Through-bolted into a backed panel it will take what a boat of that size throws at it. Screwed into thin glass, it will not.
