Measure the oar shaft where it sits in the rowlock, and check the socket or gudgeon already on your boat. Both ends have to match: too loose and the oar rattles and wears, too tight and it binds on the stroke. Measure the old pair if you are unsure.
For anything longer than a short paddle across a bay, yes. A ring holds the shaft captive and lets it rotate, so you are not fighting to keep the oar in place with your wrist. Thole pins are simpler, but they wear the loom and your forearms.
The ring holds the shaft, but nothing stops an oar sliding out through the ring and over the side. Fit collars or a keeper line if you row anywhere with current or chop. Losing an oar a long way from the ramp is a genuinely bad day.
