Match the cleat to the rope, not the boat. A rough guide is a cleat long enough to take a full figure-eight plus a locking turn without the rope stacking up on itself. Undersized cleats jam, and a jammed line is the one you need to drop fast.
Bolt it through with a backing plate underneath, always. A cleat takes shock loads from wind and wake, and the failure is never the cleat — it is the fibreglass or alloy tearing around the bolt holes. Use a marine sealant on the bolts while you are there.
For short stops, yes, but a cleat is not a bollard. Anchoring overnight or in swell puts a shock load through it every time the bow rises, so run the rode to a dedicated bow fitting or a snubber if you are staying put.
