A rail gate or a hinged tube section, think a boarding gate in a bow rail, or a folding canopy leg you want held in place. It clamps onto 25mm tube at each side and pulls the two halves together. It is a latch, not a lock.
Treat it as a reminder, not a restraint. A latch on a rail gate tells you the gate is closed and stops it swinging, but no working load is published for it. Anyone working near the side of the boat should still be clipped on or holding something solid.
Salt in the moving parts and a bit of galling between stainless faces. Rinse it when you hose the boat, work it a few times while it is still wet, then hit the pivot with lanolin spray. Left dry and salty, it will bind before the metal ever corrodes through.
