It keeps water out. An open rail tube on a boat or camper fills with rain and spray, and that water sits in the bottom bend where nobody looks. Capping the end stops the fill and stops the sharp cut edge catching arms, ropes and annexe walls.
It will if you dimple the tube first. Mark through the screw hole, punch or drill a shallow dimple, then wind the screw into it, which gives the tip something to bite rather than relying on friction. A drop of thread lock saves chasing it later.
It can be. Cap a tube that already holds water and you trap it with no oxygen, which is how crevice corrosion gets going inside the rail. Tip the tube out and let it dry properly first, and drill a small weep hole at the low point.
