Because a fixed cleat is a toe-breaker and a rope-catcher on a deck you walk over. Folding flat means you can put a mooring point in a walkway or on a foredeck without living with a permanent obstacle. The hinge is the thing you give up in exchange.
It will if you leave it folded and never rinse it. Salt dries in the pivot, grit packs in behind it, and one day it stops standing up. Hose it, work it through its travel now and then, and a squirt of lanolin once a season keeps it moving freely.
A hinge is always a compromise next to a solid casting, and the load path runs through the pin rather than straight into the deck. For mooring lines, dock lines and tie-offs it is fine. For a bow cleat taking anchor loads in a blow, fixed is the sensible pick.
