Frank Marine
Because it folds flush when you are not using it. Nothing to stub a toe on, nothing for a sheet or a fishing line to catch, and a clean deck for a cover to lie over. Pull it up when you need to tie off, drop it when you do not.
It needs a recess cut in the deck, so fitting it is a bigger job than bolting a cleat on top. The hinge is also a moving part in a salty place, and the pocket underneath collects water and grit. Rinse it out and it stays sweet.
For everyday tying up, yes, provided the deck around the recess is sound and properly backed. Cutting a hole for the pocket removes material, so the strength has to come from what you build back around it. On a thin or cored panel, reinforce before you cut.
