Frank Marine
It sits lower and the horns sweep closer to the base, so it catches fewer toes, sheets and fishing lines. The compromise is grip: you have less clearance to whip a line under in a hurry, which you notice most when you are single-handed at a jetty.
You can if the deck behind it is properly backed, but think about the rope size you moor with. A low profile suits thinner lines; a fat mooring rope wants a cleat with deeper horns so the turns bed down instead of slipping off when the boat snatches.
Through-bolted, with a backing plate under the deck, not screwed. A cleat takes snatch loads at odd angles and self-tappers into fibreglass or alloy will work loose or tear out. Bed the base on sealant at the same time so the holes stay dry.
