It closes off the open end of a gunwale rail so water, spray and grit stop collecting inside the tube. An open rail end holds salty water that never dries, and that is where corrosion starts working on the tube from the inside out.
Only if the diameter and the corner angle line up, and no dimensions are given for this fitting. Measure the outside diameter of your tube and check the turn your rail makes at that corner before ordering, because rail fittings are unforgiving about a millimetre either way.
You can, and you will regret it. Silicone traps a film of salty water against the tube and holds it there, which is the exact condition stainless hates. Bed it on a marine polyurethane sealant and fix it properly so the joint stays sealed when the hull flexes.
