The lid screws down flush and the key is the tool that turns it, because there is nothing proud to grip by hand. That is the point: no snag, no stubbed toe. It also means the plate stays shut unless someone has the key, so tie a spare somewhere sensible.
It is weather resistant rather than submersible. A deck plate keeps out rain, spray and the odd wave over the bow. Fit it where water drains away, bed the flange on sealant, and check the closure each season, because a hardened seal is what lets water below.
Anywhere you need quick access with wet hands or in the dark, because hunting for a key at that moment is no fun. Also avoid the middle of a walkway on a wooden deck that moves, since the cut-out weakens the panel and the plate will work loose.
