When you want the whole thing off in seconds at both ends. Hook and hook suits a canopy stay, a temporary awning tie or anything you rig and unrig regularly. For a permanent stay you want at least one eye end, shackled, so nothing can lift off.
Without lock nuts, it can. Corrugations and engine vibration are exactly what backs a turnbuckle off, and a slack stay is worse than no stay. Fit lock nuts, wire the body to the threads, or run this where you can eyeball the tension regularly.
Wind both ends out evenly before you start, so neither leg runs out of thread under load. Hand tight first, then a spanner on the body flats, never on the end fittings. If bare thread is showing past the barrel, you've wound it out too far — back off and re-rig.
