Polypropylene fibre does not rot or absorb much, so it handles wet feet and spray fine. What fails is the glue line underneath if water sits between carpet and floor. Bed it on a dry, clean substrate and give the deck somewhere to drain.
Only if the old surface is sound and flat. Needle-punch is low pile, so it follows what is underneath rather than hiding it — lumps, old adhesive ridges and soft spots all show through. Scrape it back to bare board or ply first.
Cut from the back with a sharp blade against a straight edge and it holds together well, but any edge that gets handled wants wrapping around the panel and glued on the underside. Where you cannot wrap, an alloy trim strip finishes it cleanly.
