Probably. 250mm is the size you want when you are handling heavy rope, a big cruiser, a working boat, or a jetty that takes visiting vessels. On a small deck it eats space, sits high enough to catch a shin, and gives you far more post than your line needs.
Only if the deck under it is stronger too. A larger bollard gives a longer lever for the mooring line to work against the fasteners, so the bigger size actually asks more of the backing, not less. Match the backing plate and bolt size to the bollard you fit.
Under the base, where the flange meets the deck. Salt water wicks in, sits without oxygen, and crevice corrosion gets going out of sight while the visible metal stays bright. Bed the base properly on sealant when you fit it, and lift and re-bed it every few years.
