Not in the same way. A welded eye is closed by a weld bead rather than formed from one piece, so it handles straight pull well and side or shock loads poorly. Keep the pull in line with the shank, and look elsewhere for anything that needs a rating.
At the heat-affected zone either side of the bead, where the metal has lost some of its corrosion resistance. That is the spot to look at when you inspect it, and a brown weep line along the weld is the early sign. Rinse the salt off and it stays quiet.
Yes, and something to spread the load. An eye bolt pulls in the direction of the rope, which means it tries to lever out of whatever it is threaded into. A large washer or backing plate plus a nyloc nut behind the panel will outlast a bolt run into bare ply.
