Almost always. A U-bolt concentrates load on two small holes, and in thin alloy, ply or fibreglass the nuts pull straight through. A steel or stainless plate on the back face spreads it. On a trailer, bolt through the chassis rail rather than the light-gauge guard or floor.
As a tie point for light gear, yes. As a rated load restraint anchor, no, because no working load limit is published for it and load restraint is something the authorities will ask you about. Use rated anchor points for anything heavy and use this for the rest.
They will if you run them up fast and dry. Stainless galls, meaning the threads cold weld and the nut locks solid halfway down. Wind them on slowly by hand with anti-seize or a smear of lanolin, and you will still be able to undo it in a few years.
