Where can I safely mount it?

Into something solid. Caravan wall skins are thin, so fix it to a stud, a cupboard end or a backing plate rather than trusting the panel by itself. Wet towels weigh far more than dry ones, and the load hangs 68cm out from the wall on a lever.
