Will the bottom step reach the ground?

Only if your door sill sits about 320mm above the ground, which is the overall drop. Anything higher and the last step down is a long one, so plan on a portable step underneath. Measure from your sill to the dirt at a typical site, not on a level driveway.

Will it bolt straight on where my old step was?

Check the mounting hole centres first. This one is 515mm across with a 545mm frame, so if your existing step matches you are swapping it in. If not, you are drilling new holes in the chassis rail, which is doable but not a ten-minute job in a caravan park.

Is 250kg a per-person rating?

Treat it as one person at a time. The tread is 545mm wide, which is a single-person width, so the rating is not an invitation for two adults and an esky. The other thing people forget is that a step is the first thing to cop a reversing bollard, so fold it before you move.
