Can I use this while towing the caravan?

No. It occupies the same 50 mm receiver that your van's coupling needs, so it is one or the other. This rack is for the legs of the trip either side of the tow: bikes on the back of the 4WD to the trailhead, or fitted once the van is set up and unhitched.

Will it take our e-bikes?

Weigh them first. The ceiling is 45 kg combined, roughly 22 kg a bike, and a fair few e-bikes sit at or above that with the battery in. Pull the batteries out and carry them inside the car. It drops the load and they are happier off a corrugated road anyway.

What stops it swaying on a rough road?

The anti-wobble bolt, and it only works if you do it up properly. Every receiver hitch has some slop in it, and that bolt takes the slack out so the rack cannot rock and chew the receiver. Re-check it and the wheel straps at every fuel stop when you are on dirt.
