Thimble sizing is quoted differently by different makers, sometimes the rope it takes and sometimes the overall length. Hold your rope against the groove before you splice: the rope should fill it without being forced. A thimble that rattles in the eye will work its way out at sea.
For most rigging jobs above the water, yes. 304 is strong and handles spray, but it tea stains sooner in coastal air than the marine grade does, so it suits trailers, camper setups and gear you rinse and stow. For something permanently exposed offshore, step up a grade.
If the eye goes over a shackle pin, a hook or a bollard, yes. Without one the rope crushes and chafes against the hard edge, and the eye becomes the first thing on the boat to fail. Splicing one in takes a few minutes and saves the whole rope.
