Is a whistle really worth carrying?
Yes, and it is the safety item people skip. Shouting into wind and breaking waves gets you nowhere and exhausts you within minutes. A whistle carries much further, takes almost no breath, and still works when you are cold, tired and struggling to make noise.
Does it still work after being dunked?
That is the point of a pealess design. There is no ball inside to jam or waterlog, so you can come up spluttering and it still makes its noise. A traditional pea whistle can sputter and die when wet, which is precisely when you need it.
Where should I keep it?
On the PFD or life jacket you are actually wearing, on a short lanyard. In a dry bag, a glovebox or the jacket you left in the cabin it is decoration. Attach it once, leave it there, and treat it as part of the jacket rather than separate kit.
