No. This is the mains side of the van, and in Australia that wiring is licensed electrician work. You can cut the hole, mount it and seal it if you like, but the connection and the sign-off belong to someone with a licence. Do not improvise on that.
It is rated against splashing water and small solid objects, so rain, road spray and a hose at the wash bay are all fine. It is not a submersion rating. Do not aim a pressure washer at it, and mount it where it is not sitting in a run-off path.
