What does 'after 60 degree' mean?

It describes where the fitting sits and at what angle. The after position is the back of the frame, and the sixty degree leg leans the tube back rather than standing it upright. Pair it with a matching centre fitting so the whole rail leans the same way.

Can I use it anywhere on the rail?

Only where the angle suits. Put an after fitting in a centre position and the rail kinks at that point, which looks wrong and loads the tube sideways. Work out your rail layout first, count the corners and the ends, then order the matching fittings for each spot.

How solid does the mounting surface need to be?

Solid enough to take someone falling against the rail. A stanchion base is a lever and the loads at the fasteners are much higher than the push at the top. Through-bolt into a backing plate, not self-tappers into a deck skin, and bed the base on sealant.
