At the tap is the better spot, because the hose then carries regulated pressure instead of whatever the park supplies, and a lead that lets go overnight is no fun. The downside is leaving it out at a shared standpipe. Screw it onto the van end if that worries you.
Water travelling the wrong way. If park pressure drops while your taps are open, whatever is sitting in your van plumbing can be drawn back up the hose. The valve holds it there. It also means the hose stays charged, so expect a squirt when you unscrew it.
The inlet takes a standard garden hose, so that end is sorted. The outlet is a pipe thread rather than a hose thread, which catches people out: you may need a short adaptor or tail to reach your van inlet. Take the regulator to the shop and match it in person.
