On a heavily loaded wheel it means your reading can sit a fair few kilograms either side of true. That is plenty to spot a van loaded heavier on the awning side, or to see a change after you move the generator. It is not the precision to run within a whisker of your limit.
Match the program to your rig, then get the setup right or the reading lies to you. Level, solid ground under every wheel, handbrake off, and the jockey wheel down exactly as it sits when you weigh at a bridge. Sloping gravel is the usual reason readings disagree.
