What actually wears a caravan cover out?

Wind, not sun. A cover left loose flogs itself against the van all day and turns a sharp corner into a hole in a fortnight. That is what the elasticated hem and the reinforced stress points are for. Pull it up snug when you fit it, and check it after the first blow.

Will it scratch the paintwork?

Why is it water resistant rather than fully waterproof?

Because a sealed cover breeds mould. This one breathes on purpose, so the moisture a van gives off can escape instead of condensing under a plastic sheet and sitting on your roof for months. You are shielding the van from UV, dust and bird mess, not sealing it in a bag.
