Is this the whole rod holder?

No, it is the base that everything else mounts to. The tube or rocket launcher frame sits on top of it, and the base is what carries the load into your gunwale or rail. Work out what you are mounting before you match a base to it.

Will two bolts hold up to a big fish?

They will, if what is behind them is up to it. The load on a bent rod goes straight into the mounting surface, so thin alloy or a soft glass liner needs a backing plate spreading it. Two bolts through bare sheet will eventually work oval.

How do I stop it eating the alloy around the bolts?

Bed it properly. Stainless hard against bare aluminium in salt air corrodes the alloy, not the base, and you find out when the mount goes loose. Barrier paste on the fasteners, sealant under the foot, and a rinse after saltwater trips keeps it tight.
