Will it tip me out if I sit up?

The wave backrest is built for reclining, so sit bolt upright on the nose and the tail lifts. It is rated for 1 adult and that rating is real — a second person aboard turns it into a see-saw. Settle back into it and it sits steady.

Do the separate air chambers make it puncture-proof?

They buy you time, not immunity. If one chamber goes down the others keep you afloat long enough to paddle in, which is the point. Carry a patch kit anyway, because pool concrete, sticks and hot gravel at the water's edge are what usually end these.

What else do I need to get it on the water?

A pump. None is included, so a hand or electric pump has to come along, and the quick-inflate valve takes a standard nozzle. Deflated it rolls flat, but a 191 x 107cm lounge still eats a fair chunk of a boot once rolled.
