Is the plush top better than plain vinyl?

On a hot day, yes. Bare vinyl gets savage under Australian sun and plush stays bearable against skin. The trade-off is drying time: the fabric holds water and sand, so rinse it and let it dry fully before it goes back in a storage bay.

Can I take it down the river?

Only where there is no current. This is a flat-water float for pools, dams and still bays, and it has no way of holding position. It is not a flotation aid either, so kids need a life jacket and an adult within arm's reach.

Is 74cm wide enough to be stable?

It is a lie-down float, not a sit-up one. At 74cm you can stretch out along the full 198 cm and relax, but shift your weight to one side and you will roll off. Most people decide that is half the fun.
