What symptoms point to the power board?

A set that will not wake at all, clicks and dies, or shows a standby light that never turns into a picture. If the backlight flickers, or the screen lights then drops back to black after a second, that is the power and driver side rather than the main board.

Could a supply problem in the van be causing it?

Worth ruling out before you pull the TV apart. Sagging voltage at the back of the van, a tired fuse holder or a corroded plug behind the cabinetry will all mimic a dying power board. Measure at the TV socket with everything else running before you order parts.

Do I get both boards, or just one?

Both. The power board and the LCD driver board come together, which saves you a second round of pulling the set apart when the fault turns out to sit on the other one. Handle the driver board by its edges and keep the ribbon connectors clean.
