For anything you want to sound balanced, yes, buy a pair. Single speakers make sense when you are adding an awning-side zone to an existing setup or filling in a corner. Just know that one speaker gives you sound, not stereo.
It handles rain, spray and dust on an awning wall or a boat cockpit, which is what it is built for. It is not a submersion rating, so do not mount it where water pools or where it will take a direct hosing every wash down.
Most will, but check your amplifier output against the 30W figure rather than assuming. Outdoor listening fights wind and road noise, so people push the volume and that is where underpowered head units start clipping — which is what actually kills speakers, not weather.
