Will it cool a van longer than the rated length?

It is sized for vehicles up to 8m, and that assumes decent insulation and shut windows. A longer van, a pop-top with canvas ends, or a bus parked in full sun will run it flat out and still sit warmer than you would like. Shade and closed blinds do half the work.

Will my generator start it?

Check the startup surge, not the running figure. It pulls 1300W while cooling, but a compressor draws far more for the instant it kicks in, which is what trips small generators. Switch your water heater and anything else on mains off before you start it, and size the generator with headroom.

Can my roof take the weight up there?

Ask before you cut. 50kg sitting in the middle of a roof needs a reinforced opening, and plenty of older vans and pop-tops were never built for it. If you are replacing an existing rooftop unit, the frame is usually already there, and the multi-fit gasket covers both common cut-outs.
