The 5000KG figure is for the pair, so read it as the set under a van rather than one ramp carrying a whole rig. In practice you load one wheel per ramp, which sits well inside the rating. Weight is rarely what limits these; getting the tyre to stay put is.
Will they work under a dual-axle van?
They will, but think about the second wheel. A tandem-axle van carries a pair of tyres on each side, and a stepped ramp under only one of them loads the suspension unevenly and can rock as you climb. Most tandem owners run a ramp under each tyre on the low side.
Do I still need the chock once the van is sitting level?
