Is 1.40 m the water depth?

No. That is the wall height with all three rings up. Filled to the recommended level it holds about 2,282 L, and the water sits below the top ring — the last ring is freeboard. Still deep enough that the age guide is 3 and up, with someone watching.

Does the ground need preparing?

More than you think. A 241 cm square of water finds every slope and every stick. Pick the flattest patch you have, clear it by hand, and put a tarp underneath. On a slope the water pools at the low end and the wall on that side bulges and strains.

Where does 2,282 litres go when I empty it?

Somewhere that can take it. That much water off a drain valve will turn a lawn to mud in one spot, so run it out slowly, move the outlet around, or point it at trees and garden beds. Think about it before you fill, not after.
